About the Penn Hills Service Association (PHSA)
The Penn Hills Service Association, PHSA, is comprised of concerned citizens and organizations in Penn Hills. Originally founded in 1959 as the Penn Hills Service Committee, it was incorporated in 1962 as the Penn Hills Service Association and has fulfilled vital community needs since its inception.
